My daughter just turned 21 and it started to make me think about her potentially being out and getting drunk. My wife and I tried to raise her right, but there is always the possibility that peer pressure will cause her to drink way too much and then do something foolish like drive home.

There are probably those people thinking that it only mentions wine so beer and hard liquor are fine. Well no they are not. The intent was to prevent you from getting drunk.
Buy why? Because you may end up doing something that you normally would not do. In other words you lack the ability to make good judgements when you get drunk.
Also, you have to be careful these days with people slipping drugs into your alcoholic drinks. The advice I gave my daughter was to not put your drink down and to cover your drink with your hand. If you do put it down, then do not go back for it.
I just pray that everything we taught her is not forgotten as she prepares to go out into the world on her own. I pray that God will keep her safe and to make good choices.
